RageIRCd v2.0 (bluemoon): Microsoft Windows Compatability

Microsoft Windows compatibility is one of the major new features included 
in RageIRCd v2.0. This opens the doors for system admins running a version 
of Windows Server to provide IRC services too.

This support has been implemented with the help of the Cygwin emulation 
layer. (See http://www.cygwin.com for more information.) This provides 
many advantages over using native Windows APIs. The main advantage is 
that the source code does not require any platform specific modifications.

Due to legislations regarding the distribution of strong cryptographic 
software, two different precompiled distributions of RageIRCd v2.0 will be 
released for Windows. One with and one without OpenSSL support.

For details on how to compile your own Windows-compatible version of RageIRCd
v2.0, please refer to doc/win32-compile-guide.txt.

These precompiled distributions (installers) include a custom, stand-alone 
administration console. This will allow you to perform common IRC functions such
as rehash and log checking from your Windows system or server.

Unlike other Windows-compatible ircds, the RageIRCd v2.0 administration 
console is stand-alone. That is, it does not need to be open in order for the
ircd to run and serve clients. It simply acts as an interface between you, the
administrator, and the server itself.

The RageIRCd Administration Console version 2.0 requires the Microsoft .NET
Framework version 1.1 run-time environment to function.
